Guwahati, Mar 4: The Assam Cabinet today approved proposals for the establishment of two new private universities in the state, aiming to enhance higher education infrastructure and skill development. The newly sanctioned universities are EdTech Skills University and Maa Kamakhya National University.
These institutions are expected to contribute to skill-oriented education and research in Assam, catering to the evolving demands of the education sector.
To ensure that private universities conform to government norms and maintain a clear distinction from specialized institutions, the Cabinet has approved amendments to the Assam Private Universities Act, 2007. The key provisions include mandatory security clearance before the establishment of any private university and defining clear operational boundaries between private universities and specialized institutions to ensure quality education and adherence to state guidelines.
In an effort to position Assam as a preferred industrial destination, the Cabinet has approved policies to enhance the ease of doing business. A significant initiative under this scheme is the Assam Electronics System Design & Manufacturing (ESDM) Policy, which aims to attract investments in the electronics sector and boost local manufacturing capabilities.
The Cabinet has introduced a strategic reform to encourage Assam’s unemployed graduate and diploma engineers to actively participate in the state’s construction industry. The key decisions include relaxation in pre-qualification criteria to allow unemployed engineers to bid for government projects.
Bidders will be registered under a special category and exempted from the usual contractor registration requirements.
Individual bidders possessing a net worth of 35% of the Notice Inviting Tender (NIT) value (10% credit facility and 25% minimum investment certified by recognized Chartered Accountants) will be eligible to participate.
If an individual does not meet the required net worth, they can form a Special Joint Venture (SJV) with an eligible financial partner. Bidders under this category will have access to major construction equipment and technical personnel for project execution.
The Cabinet has approved the inclusion of Engineered Bamboo Composite Materials in the Schedule of Rates (SOR) under PWD (Building & National Highways) to boost Assam’s bamboo industry and promote sustainable construction practices.
It has made it compulsory that at least 5% bamboo-based materials be used in the construction of new public buildings and innovation and sustainability should be encouraged in Assam’s construction industry by leveraging locally available bamboo resources.
