Guwahati, Nov 26: In a move to ease financial stress on microfinance borrowers, the Assam Cabinet has approved the rollout of AMFIRS Category III Phase 2 Relief under the Assam Microfinance Incentive and Relief Scheme (AMFIRS), 2021. The scheme will provide one-time support to borrowers with liabilities between ₹25,001 and ₹50,000 as of March 31, 2021, benefitting over 78,000 individuals.
State Education Minister Ranoj Pegu and Transport Minister Keshab Mahanta said the initiative involves a financial outlay of ₹223.26 crore, marking a significant step in fulfilling the government’s electoral promise to reduce the financial burden of microfinance borrowers.
Since its inception, AMFIRS has delivered ₹2,081 crore in total relief, helping nearly 12 lakh borrowers across three categories. The scheme aims to restore the creditworthiness of microfinance borrowers and improve their repayment discipline, solidifying its role as a flagship effort for financial inclusion and economic recovery.
Land Premium Rationalization for Urban Areas
In another key decision, the Cabinet approved rationalization of land premium rates in urban areas, including Guwahati, under schemes like Mission Basundhara 2.0. The settlement premium has been reduced to 10% of the applicable zonal value for obtaining conditional Pattas, with the remaining premium treated as arrears to be paid at the time of obtaining a No Objection Certificate (NOC) for land transfer.
For lands with RCC houses, the down payment premium will be 10% of the zonal value, with 40% as arrears. For lands with other types of houses, the premium is 3% upfront and 27% as arrears. Conditional Pattas will allow inheritance and mortgage but not immediate transfer.
Applicants who have already paid 30% of the premium will benefit from this new structure, while settlements where 100% premium has been paid remain unaffected.
VRS Benefits for ASAMB Employees
The Cabinet sanctioned ₹110 crore for voluntary retirement and gratuity payments to employees of the Assam State Agricultural Marketing Board (ASAMB). This is the first installment, with the balance set to be disbursed by April or May 2025.
Sankardev Nagar Renamed
To honor the legacy of Mahapurush Srimanta Sankardev, the district headquarters of Hojai has been renamed Srimanta Sankardev Nagar, recognizing his profound contribution to Assam’s cultural and spiritual heritage.
