Guwahati, Oct 10: Assam chief minister Himanta Biswa Sarma on Monday stated that Army has recommended the state government to completely withdraw AFSPA from the state because it is completely safe.
Talking to media persons, Himanta Biswa Sarma said, “Actually, the Army insisting us for complete withdrawal of AFSPA because, in their assessment, Assam is now complete safe. But the government of India has different assessments and they wants us to continue AFSPA with four districts”.
“I think the central government has to be little bit  cautious because when we say that you withdraw it completely, We don’t say complete withdraw it immediately. They said that you go in a phased manner,” Sarma asserted.
Sarma  informed that in the next six months Armed Forces Special Power Act (AFSPA) will be completely withdrawn from Assam.
“We have recommended the Central government to withdraw the AFSPA from eight states of Assam but as of now they have withdraw AFSPA from four districts of Assam viz. Jorhat, Golaghat, Karbi Anglong and Dima Hasao,” Sarma said.
He further said, “Now AFSPA is only limited to  four districts viz., Dibrugarh, Sivsagar, Tinsukia and Charaideo. In next six month the government of India will do a further assessment and it will ultimately led to the complete withdrawal of Army”.
The AFSPA was first imposed in Assam in November 1990 and has been extended every six months since then after a review by the state government.
The act empowers security forces to conduct operations anywhere and arrest anyone without any prior warrant. It also gives a certain level of immunity to the security forces in case of an operation going wrong.
