Guwahati, May 16: In a major step toward addressing two of Assam’s most persistent social evils—human trafficking and witch-hunting—the state government has notified a new policy titled Assam Policy for Combating Human Trafficking and Ending Witch-Hunting.
The policy aims to build a comprehensive framework focused on prevention, victim support, and law enforcement. It will be implemented by the Department of Women and Child Development.
For decades, Assam has witnessed cases where people—especially women and vulnerable individuals—have been tortured or even killed after being branded as witches. The state has also remained a hotspot for human trafficking, particularly involving women and children.
AdvertisementThe new policy emphasizes awareness-building, community engagement, and the strengthening of legal mechanisms. It outlines a multi-pronged approach to not only prevent such crimes but also provide protection and rehabilitation for victims.
The government underscored the urgency of creating a safe environment, particularly for women and children, who are the primary victims of these atrocities.

Assam had earlier passed the Assam Witch Hunting (Prohibition, Prevention and Protection) Act, 2015, which criminalizes all acts of witch-hunting. Under the Act, such offences are classified as cognizable, non-bailable, and non-compoundable.
With the new policy, the state aims to reinforce its legal and social response to these entrenched issues, marking a decisive shift toward justice and community safety.
