Shillong, June 15: Minister in-charge District Council Affairs (DCA) Lahkmen Rymbui on Wednesday warned that the flow of funds to the three autonomous district councils (ADCs) may get affected if they further delay submission of their respective accounts.
“This is a very serious matter. They (ADCs) should understand and submit (their accounts) as early as possible because if they could not submit in time, it may affect the flow of funds to the district councils in the future,” Rymbui told reporters.
On June 10, Governor Satya Pal Malik had asked the state government to set up an inquiry into the alleged failure of the ADCs to submit their respective accounts for the past few years.
This was after receiving a letter from the Comptroller and Auditor General of India (CAG) on June 8, relating to the matter of non-submission of accounts by the District Councils over a period of few successive years and non-tabling of reports of CAG in the District Councils.
When asked if the government will institute an inquiry into such delay, Rymbui said although he is yet to see the letter from the Governor, the state government had already called a meeting with all the three ADCs – KHADC, JHADC and GHADC, last month.
“We have told all the 3 ADCs that they should reply to the CAG and also send us a copy so that we are also made aware. However, till date as we speak we have not got any communication from the ADCs. Therefore, we are waiting for their reply,” he said.
Further, the DCA minister said that the department had also impressed upon the ADCs to streamline their financial management.
“Some of the ADCs are trying to meet many of the observations of the CAG in the past. I hope that in the present instant case they will try to meet those observations as much as possible, so that the problem of accounting in the future will be cleared and will become transparent.”
Rymbui also informed that as per the CAG report, the ADCs have not submitted their accounts for the year 2009, 2010 and 2011.
