Dibrugarh to become Assam’s second capital by 2027: CM Himanta Biswa Sarma

Guwahati, Jan 26: Assam Chief Minister Himanta Biswa Sarma announced that Dibrugarh will be developed as the state’s second capital within the next three years.

For the first time in history, the chief minister unfurled the national flag in Dibrugarh, marking a significant step in the city’s transformation into a major administrative hub.

“Today is a landmark moment in Dibrugarh’s journey to becoming the second capital of Assam. For the first time, state celebrations are being held in this historic city. Starting in 2027, one session of the Assam Assembly will be conducted in Dibrugarh every year,” Sarma stated during his address.

The chief minister revealed that the government plans to construct a permanent building for the Assam Assembly in Dibrugarh, located on the southern bank of the Brahmaputra in Upper Assam. Construction is set to begin on January 25, 2026.

In addition to these developments, Sarma highlighted plans to strengthen Assam’s regional administration. “We will establish a Raj Bhavan in Tezpur, developing it as Assam’s cultural capital. Similarly, Silchar will host a secretariat and the Chief Secretary’s office to bridge the administrative gap between Barak Valley and Guwahati,” he said.

The chief minister also emphasized the significance of Dibrugarh’s emerging role in Assam’s future. “In the next three years, Dibrugarh will be one of the most important cities in India, and its elevation to the second capital will catalyze the development of the entire region,” Sarma added.

Last year, Sarma inaugurated the first Chief Minister’s Secretariat outside the state capital in Dibrugarh, laying the foundation for decentralizing governance in Assam.

With these announcements, Dibrugarh is poised to become a pivotal centre for administration, culture, and economic activity in the state.
