Face-off with Mukul Sangma: Education Minister Clarifies Appointment of Non-Garos in Government LP Schools

Tura, Apr 27: Meghalaya’s Education Minister, Rakkam Sangma, clarified on Saturday that the appointment of three non-Garo teachers in Government L.P. Schools was made because the candidates were shortlisted under the ‘other ST/SC’ category, with proficiency in Garo language.

Songsak MLA Dr. Mukul Sangma alleged in a social media post that the Government of Meghalaya had appointed non-Garo teachers in Bolmoram Adapgre Govt L.P. School, Koksi Nengsat Govt L.P. School, and Dagal Noapara Govt L.P. School in East Garo Hills.

Dr. Sangma questioned the government as to why non-Garo teachers were appointed to teach in Garo medium schools.

The Education Minister stated that out of the three schools pointed out by Dr. Sangma, one was an Assamese medium school. The minister clarified that the non-Garo candidates teaching in Garo medium schools were recruited under the ‘other ST/SC’ category and had qualified in Garo language.

“Both non-Garo teachers have passed the Garo subject and appeared for the interview with Garo as the medium of instruction, and they have qualified,” he added.

He further clarified that the recruitment was for a total of 68 posts, with 10 unreserved, 55 in the Garo/Khasi category, and 3 in the ‘other ST/SC’ category. In the said recruitment process, 63 were Garos, while 3 were non-Garos. The recruitment of non-Garos was in accordance with the reservation policy of 5 percent.

The minister emphasized that under the Job Reservation Policy of the State government, 5 percent of vacancies must be filled by ‘other ST/SC’. He also mentioned that while the appointed candidates were non-Garos, they had qualified in Garo language and demonstrated proficiency in it.

“However, if the appointed teachers fail to teach in Garo, the issue of removal or change might arise,” the minister stressed.

He further informed that in Dadenggre Sub-Division of West Garo Hills, several posts could not be filled in the Garo/Khasi category due to the absence of qualified candidates with Assamese and Bengali medium subjects.

He also clarified that even in schools with Assamese and Bengali mediums, the Job Reservation Policy applies, and non-Garos cannot be recruited without adhering to its clauses.

He informed that the vacant posts in Dadenggre Sub-Division will be advertised again, and if there are no qualified candidates from the Garo/Khasi category with Assamese and Bengali subjects, the posts will be open for the unreserved category to apply.
