Guwahati, Jan 9: The Gauhati High Court Bar Association (GHCBA) has firmly opposed the Assam government’s decision to relocate the Gauhati High Court from its current location in Latasil to Rangmahal in North Guwahati.
During an extraordinary general meeting on Thursday, the association unanimously rejected the proposal, citing concerns over inadequate infrastructure, poor accessibility, and lack of consultation with key stakeholders.
“The Rangmahal area is remote and underdeveloped, lacking the infrastructure required to support a judicial township,” the GHCBA stated. “Relocating the High Court to such a location could severely hinder legal proceedings, affecting both litigants and legal professionals.”
The association criticized the government for proceeding with land acquisition without consulting the Bar Association, despite prior assurances from Chief Minister Himanta Biswa Sarma and the Chief Justice of the Gauhati High Court.
The GHCBA noted that the Chief Minister had earlier committed to deferring relocation until the completion of an ongoing bridge construction project. Similarly, the Chief Justice had promised to involve the GHCBA in discussions about the High Court’s relocation. The association condemned the government’s unilateral actions as a breach of trust.
Prominent legal professionals, including senior advocate Anil Kumar Bhattacharjee, former president Mrinal Kumar Choudhury, advocates Arup Borbora, Millie Hazarika, and Krishna Kanta Mahanta, attended the meeting.
The GHCBA resolved to escalate their opposition to higher levels of the judiciary and executive, seeking urgent consultations with the Chief Minister and Chief Justice to present their objections.
President Kamal Narayan Choudhury emphasized the need for a democratic and lawful approach, stating that the relocation decision undermines the interests of the legal community and the public. Secretary General Girin Pegu initiated the session, calling for unity among members.
The association pledged to collaborate with the Advisory Committee to explore legal and democratic measures to challenge the relocation and push for broader stakeholder consultations before finalizing any such significant decision.
