Shillong, July 18: The Hynniewtrep Youth Council (HYC) on Wednesday vowed to pursue with both Centre and State governments for immediate implementation of effective anti-influx mechanisms that include the inner line permit (ILP) and the Meghalaya Residents Safety and Security Act (MRSSA).
Addressing a function to celebrate the 10th anniversary of the Council, president of the HYC Roykupar Synrem said, “ILP and MRSSA, which are the two important anti-influx mechanisms, are yet to be implemented in Meghalaya despite strong demands from all quarters. The government’s failure to address the issue of influx has no doubt led to anger and frustration among the people of the state especially the youth.”
“Therefore, we have decided to mount pressure on the state government to aggressively take up with the Centre for immediate implementation of the ILP in the state of Meghalaya,” he said.
He informed that the HYC has continuously followed up with the state government for implementation of the Meghalaya Residents Safety and Security (Amendment) Bill, 2020, which seeks to regulate entry of outsiders into the state.
According to him, the absence of anti-influx mechanisms has to a great extent affected the indigenous people. “Therefore, we demand the state government to come up with laws, policies and mechanisms to protect the socio-economic and political interest of the indigenous people,” he said.
Further, Synrem said that the HYC also demanded the government to take up with the Centre for speedy inclusion of the Khasi language in the Eighth Schedule to the Constitution of India.
Also, the HYC president said “The council will continue its war against drugs in the state”. Synrem said the drug menace has not only spoiled the youths in the city but also in villages in rural areas.
“The arrest of peddlers and users alone will not eradicate the drug menace in the state. We demand from the state government to set up rehabilitation centres in every district of the state, to treat the youths which will help them turn into a new leaf,” said Synrem.
Synrem said that the state government must aggressively check the flow of drugs in the state and also to implement the toughest laws to punish those involved in drug trafficking.
During the ceremony, the HYC also felicitated Padmashree awardee, Silbi Passah and meritorious students from across the Khasi-Jaintia Hills region.
