Gaurav Gogoi slams government for failure to enforce 2014 NGT ban on rat-hole mining

Guwahati, Jan 8: Congress MP Gaurav Gogoi has criticized the Assam government for its failure to enforce the 2014 National Green Tribunal (NGT) ban on illegal rat-hole mining, which continues to be a persistent issue in the state.

Speaking to reporters, Gogoi expressed shock that illegal coal mining remains rampant in Assam, despite the NGT’s 2014 ban. He added, “It’s a sad reality that rat-hole mining is still ongoing in Assam. The government must take responsibility for the nine miners trapped in an illegal coal mine in Umrangso, Dima Hasao.”

Gogoi further shared his concern on X, stating, “I pray for the swift and safe rescue of the miners trapped in the coal mine in Dima Hasao as ongoing efforts continue. My thoughts and prayers are also with their families during this incredibly difficult time.”

He called for immediate safety audits of mining operations, urging authorities to enforce stringent penalties on operators who fail to protect workers adequately.

In contrast, Chief Minister Himanta Biswa Sarma acknowledged the jurisdictional complexities in the Sixth Schedule areas of Assam, such as the Bodoland Territorial Region and Karbi Anglong, where state authority remains limited.

Meanwhile, Assam Police have arrested a suspect, Punish Nunisa, and initiated an investigation into the violations of mining regulations.

Union Coal Minister Kishan Reddy has instructed Coal India Limited to provide additional resources, and military forces have set up lighting systems to aid the ongoing rescue efforts.

The body of 42-year-old miner Rajen Sherch from Nepal’s Udaipur district was recovered from a flooded coal mine in 3 Kilo, Umrangso, Dima Hasao, on Wednesday morning. Despite the heavy rain and difficult conditions, rescue operations continue.
