Shillong, Jan 28: Hill State People’s Democratic Party (HSPDP) candidate from Mawsynram Starfing Pdahkasiej on Tuesday assured that the party will bring necessary amendment to the Khasi Hills Autonomous District (Social Custom of Lineage) (Amendment) Act, 2023 if voted to power in the KHADC, to ensure that registration of tribal clan is done away with.
According to him, the party would also ensure twenty-eight Himas of which six are in Mawsynram have their own Acts.
Speaking to reporters after filing his nomination papers at the DC’s office here, Pdahkasiej, who is a senior journalist and an editor of SP News Agency, said that this is first time he is contesting the ADC elections after unsuccessfully contesting the MLA elections many times in the past.
Stating that the MDC election is very important, the HSPDP leader said, “Because the KHADC deals with customs and traditions and its role is to preserve, promote and protect them. Therefore, I have decided to contest the election to ensure Himas have their own Acts. There are 54 Himas of which only 22 have codified their customary laws and now have their own Acts, 4 are now awaiting the Governor’s assent, and 28 are yet to have their own Acts.”
“Under Mawsynram constituency, there are six Himas which are yet to have their own Acts and they are: Nongshluit Sirdarship, Sinai Sirdarship, Synnei Sirdarship, Mawsynram Syiemship and Malai-Sohmat Syiemship. If elected as MDC, I assure to work with all the six Himas to ensure they have their own Acts as without proper Acts in, it really affects the administration of these Himas. Therefore, it is the role of the KHADC as well as the elected MDCs to help all the 28 Himas to have their own Acts,” he added.
Further, Pdahkasiej also assured that the HSPDP will bring necessary amendments to the KHAD (Social Custom of Lineage) (Amendment) Act, 2023.
“It is good that the clans are being recognized as per law but sadly the word ‘registration’ was mentioned in this Act. If you recall when they had introduced this Bill in the KHADC, the UDP and HSPDP were the two parties that had opposed the use of the word ‘registration’ but the EC led by NPP and supported by the Congress went ahead and passed this,” he said.
“The HSPDP has clearly stated that if we win the election, we will bring an amendment to this. The party feels that there is no need to register the clans but the clans can only introduce themselves to the district council in order to know how many clans there are under its jurisdiction. If we win I will bring an amendment as we cannot register a clan because it is a land or company or society. If we register means that we compromise, therefore you cannot register a clan at all,” Pdahkasiej further stated.
