Shillong, Jan 21: Meghalaya is showing the way to blend constitutional values with advanced technology to redefine governance.
This was the common refrain of Meghalaya delegation at the All India Presiding Officers’ Conference held in Patna, Bihar, from January 19 to January 21.
The conference, inaugurated by Lok Sabha Speaker Om Birla and Rajya Sabha Deputy Chairman Harivansh, celebrated the Constitution’s 75th anniversary, serving as a platform for states to exchange ideas and envision the future of India’s democratic framework.
The Meghalaya delegation represented by Deputy Speaker Timothy D. Shira and Commissioner & Secretary Dr. Andrew Simons showcased its commitment to strengthening democratic values while embracing the digital age.
A Living Constitution
In his keynote address on “75th Anniversary of the Constitution: Contribution of Parliament and State Legislative Bodies in Strengthening Constitutional Values,” Deputy Speaker Timothy D. Shira highlighted the enduring adaptability of India’s Constitution.
“Our Constitution is a living document that evolves with the times. Its 106 amendments, including the landmark 2023 women’s reservation reform, reflect its commitment to progress while upholding democratic governance and social justice,” Shira said.
He underscored the critical role of legislative bodies in protecting constitutional values, pointing to transformative laws like the Right to Information Act and the SC/ST Prevention of Atrocities Act. Shira called for a unified effort to address modern challenges, including climate change and digital rights, within the framework of constitutional ideals.
Driving Digital Transformation
Dr. Andrew Simons took the stage to present Meghalaya’s groundbreaking work in digital governance at the Secretaries’ Conference. Highlighting the state’s adoption of the National e-Vidhan Application (NeVA) in 2022, Simons explained how the initiative has revolutionized legislative processes.
“From online submissions of Questions and Resolutions to AI-powered transcription of proceedings, we’ve streamlined operations, reduced paper usage, and enhanced productivity,” Simons said.
He also introduced upcoming innovations like the Digital Sansad App under the “One Nation, One App” initiative, which will unify legislative data across India, and highlighted the Assembly TV Channel and live-streamed proceedings that ensure transparency and public engagement.
“Technology is a tool to strengthen governance. By making information accessible and processes efficient, we bring the democratic process closer to the people,” he added.
