Shillong, April 4: The Meghalaya government has launched the Mission Mode Project for Aadhaar Seeding of National Food Security Act (NFSA) beneficiaries to enhance transparency and efficiency in food distribution.
The launch event, held in Shillong on Friday, was chaired by Minister in-charge of Food, Civil Supplies & Consumer Affairs, Comingone Ymbon, in the presence of Commissioner and Secretary, P. Bakshi, other officials, community leaders, Fair Price Shop dealers, and stakeholders.
Speaking at the launch, Ymbon emphasized the urgency of the mission, noting that only 48.77% of NFSA beneficiaries—approximately 10 lakh people—have linked their Aadhaar, leaving nearly 11 lakh beneficiaries to be covered within the next 84 days. He highlighted that Aadhaar seeding will eliminate duplication, ensure rightful distribution of food grains, and prevent misuse.
“The Government of India has given us a final deadline of June 30, 2025, to complete 100% Aadhaar seeding. If we fail, the central government may cut rice allocations. This is not a state scheme; it is a central scheme aimed at ensuring accountability and transparency,” Ymbon stated.
He highlighted that the seeding process is crucial to ensuring that food grains reach the most deserving sections of society, including farmers, daily wage earners, and mothers in both rural and urban Meghalaya. Additionally, he asserted that the initiative will remove ghost beneficiaries and strengthen accountability within the distribution system.
Ymbon laid out a detailed execution plan, assigning key roles to various stakeholders. Deputy Commissioners, Sub-Divisional Officers, and Block Development Officers, have been tasked with lead the implementation at the local level, while community leaders will be critical in mobilizing and spreading awareness at the grassroots level.
Meanwhile, 4500 Fair Price Shop dealers across the state will serve as enrolment hubs for Aadhaar seeding.
The minister also announced a multi-pronged awareness campaign using radio broadcasts, hoardings, flyers, mobile vans, and public meetings to ensure maximum outreach.

District-wise Aadhaar Seeding Status
Ymbon provided a breakdown of Aadhaar-seeded beneficiaries across different districts, highlighting that West Khasi Hills had the lowest seeding percentage:

Nongpoh – 39.26%
Shillong – 41.31%
Baghmara – 43.38%
Sohra – 50.73%
Pynursla – 51.64%
Mawkyrwat – 51.85%
Tura – 53.46%
Jowai – 53.51%
Khliehriat – 54.16%
Resubelpara – 54.37%
Amlarem – 57.53%
Williamnagar – 58.20%
Ampati – 61.12%
Dadenggre – 65.68%
“We are working hard to achieve 100% Aadhaar seeding within the next three months. We will collaborate with local leaders and hold cluster-wise meetings covering 10 villages at a time,” Ymbon said.
Community support, awareness to boost Aadhaar seeding
When asked about concerns regarding chaotic seeding processes at fair price shops, Ymbon assured that Deputy Commissioners and Block Development Officers have been instructed to facilitate a hassle-free experience.
On reports of poor internet connectivity in remote areas, Ymbon dismissed the claim, stating, “Even in rural areas, internet facilities are available.”
Regarding complaints about non-functional e-POS machines, he urged the public to report such issues to the relevant offices, assuring prompt action: “If they’re not working, complain to us. The office will take action accordingly.”
Addressing the implementation of the “One Nation, One Ration Card” scheme, Ymbon reaffirmed the state’s commitment to the initiative. He acknowledged challenges in Aadhaar seeding, citing lack of awareness as a key factor. “We need to educate people, especially in areas like West Khasi Hills, where the seeding percentage is the lowest,” he said, adding that extensive publicity efforts will be undertaken through radio, television, and local media.
With approximately 21 lakh NFSA beneficiaries in Meghalaya and only 10.64 lakh having completed Aadhaar seeding, Ymbon urged all remaining beneficiaries to complete the process promptly.
“If they don’t complete Aadhaar seeding, even those who are already beneficiaries will not receive their rations. I urge community leaders and church leaders to help us in mobilizing people for this crucial task,” he said.
Ymbon expressed confidence in Meghalaya’s ability to achieve 100% Aadhaar seeding through coordinated efforts. “We are committed to ensuring food security, transparency, and rightful distribution of essential commodities. Let’s work together to make this mission a success,” he said.
