Shillong, Aug 29: Deputy Chief Minister in-charge Parliamentary Affairs, Prestone Tynsong, on Thursday emphasized the importance of adhering to the rules of procedure and conduct of business within the Assembly. He urged all members to be guided by these rules, which have been in place since 1972, particularly in the use of language and presentation.
Tynsong noted, “How you use the language, how you use the wording, is very, very important. It should be in accordance with the rules. If it is not parliamentary, it will have to be expunged. Any personal attack inside the house is unacceptable unless backed by substantial evidence, such as a court conviction.”
When asked about the status of the FIR filed by the Voice of the People Party (VPP) against Education Minister Rakkam A Sangma, Tynsong stated, “I am not aware because that I don’t know. Once the case is registered, it will take its own course. Today only I learned that the FIR has been filed, and if so, nobody can interfere. Let the enquiry begin.”
Addressing the VPP’s claim that the law is not being applied equally to ministers, Tynsong criticized their actions, saying, “Rather than staging a drama like this in the Assembly, it would be better to meet with the Government or with me directly. Just because I am the minister in-charge of Home, I cannot manipulate or order the police not to register a case. We must work together with the Government machinery, regardless of our roles.”
The VPP protested by walking out of the Assembly on Thursday, objecting to the decision to allow Education Minister Rakkam A Sangma to respond to a discussion without facing consequences for alleged hate speech. Following Deputy Speaker Timothy D Shira’s ruling, VPP Chief and Nongkrem MLA Ardent Miller Basaiawmoit, along with three other VPP legislators, staged a walk-out in protest. Basaiawmoit cited violations of Section 196 of the BNSS and stated that he would only engage if the Chief Minister or Deputy Chief Ministers addressed the issue.
The FIR filed by the VPP against Rakkam A Sangma pertains to a widely circulated video from June, in which the Education Minister allegedly made statements during an election campaign that directly targeted the VPP.
