SHILLONG, MAY 16: Meghalaya Chief Minister Conrad K Sangma has said the question of doing away with the tribal district councils of the state does not arise at all.
“The councils are very important for our state because they protect the identity and protect overall culture, customs and the heritage of our state and our people,” Sangma said while reacting to a query on the fact there was a demand to do away with the autonomous district councils in Meghalaya.
“Hence, because the administration has not been up to the mark because of so many factors, that does not mean councils should be abandoned or should be taken out, that is not at all the objective,” he stated.
Stating that ADCs have a very important role to play, Sangma said, “they (ADCs) should continue but we need to find ways to improve the administration, to improve the financial performance, to streamline the process and increase the revenue so that they can be stable, which I am sure that with all of us working together we should be able to achieve it.”
Sangma had chaired a meeting with the three ADCs – KHADC, JHADC and GHADC on Thursday to discuss the overall functioning of the three tribal councils. A special committee to be headed by the chief secretary has been constituted with an aim to bring administrative and financial reforms in the three ADCs.
In 2015, a public interest litigation (PIL) was filed by a noted social activist Michael Syiem before the Meghalaya High Court challenging the continuance of the three ADCs alleging that they have become “redundant law-making agencies” after attaining full-fledged separate state of Meghalaya.
According to him, the issue has resulted in multiplicity of agencies and authorities and has in turn proved to be counter-productive for growth and development of the state.
