Question papers in APPSC exams leaked in exchange for bribes: CBI

Guwahati, Aug 30: CBI’s investigation into the Arunachal Pradesh Public Service Commission( APPSC) examination paper leak has found the involvement of a network of individuals who compromised the integrity of the competitive examination process.

The Central Bureau of Investigation (CBI) has filed its third supplementary chargesheet in connection with the alleged question paper leakage for the Assistant Engineer (Civil) examination conducted by the Arunachal Pradesh Public Service Commission (APPSC).

This latest chargesheet, filed in the Court of the Special Judge for CBI Cases in Yupia, Arunachal Pradesh, signals the completion of a significant phase in the investigation.

The investigation has uncovered that one of the accused, the mother of a candidate, issued a ₹5 lakh cheque to a middleman to obtain the leaked examination questions. Both the middleman and the candidate were initially charged in the first chargesheet filed on December 8, 2022, alongside six others, including a teacher from a private coaching institute and a former Deputy Secretary-cum-Deputy Controller of Examinations of APPSC.

The CBI had taken over the case on October 26, 2022, following a complaint lodged with the Itanagar Police on September 10, 2022. The case was transferred to the CBI by notifications from both the Government of Arunachal Pradesh and the Government of India, after suspicions arose that question papers for the Assistant Engineer (Civil) examination had been leaked in exchange for bribes.

Subsequent investigations led to the filing of two earlier supplementary chargesheets on January 31, 2023, and March 30, 2023, implicating additional individuals, including the former Deputy Controller of Examinations and a private person.

The investigation revealed that the Deputy Controller of Examinations had colluded with the middleman and others to leak the exam questions to various candidates in return for large sums of money.

“This case continues to underscore the importance of transparency and accountability in public service recruitment, with the CBI’s investigation playing a crucial role in bringing those responsible to justice” the investigating agency said.
