Rajabala MLA urges CM Conrad Sangma not to implement Waqf Amendment Act in Meghalaya

Shillong, April 16: Rajabala MLA Dr. Mizanur Rahman Kazi has formally submitted a memorandum to Meghalaya Chief Minister Conrad K. Sangma, urging him to refrain from implementing the Waqf (Amendment) Act, 2025 in the state.

Speaking to reporters, Dr. Kazi said, “I just submitted the memorandum today and had already emailed it to him yesterday. This is regarding the Waqf (Amendment) Act, 2025. Considering the concerns of the minority community in Meghalaya and across India, I have requested the Chief Minister of Meghalaya to kindly refrain from enacting the Act in the state.”

With Chief Minister Sangma currently on an official tour outside the state, Dr. Kazi ensured that a hard copy of the memorandum was submitted to the CM’s office while an email was also sent to make sure the message was received.

“This Act is already controversial and is under the consideration of the Supreme Court of India. It interferes with the autonomy of a particular religion and introduces clauses that have caused insecurity and unrest among the minority community in the country,” he stated.

Dr. Kazi cited Article 26 of the Constitution of India, which guarantees every religious denomination the right to manage its own affairs. “This Act does not align with constitutional provisions. Therefore, on behalf of the minorities of Meghalaya, I have requested the Hon’ble Chief Minister to consider these concerns and not to implement the Act in our state,” he said.

When asked about his expectations from the Chief Minister, he expressed confidence, saying, “Definitely, yes. The Chief Minister is a leader of the masses and has always ruled the state with fairness and equality towards all communities. I have high hopes that he will consider our plea and act accordingly.”

He also emphasized Meghalaya’s long-standing history of communal harmony. “All communities, including Muslims, have lived peacefully in Meghalaya. There have been no major communal incidents. However, minority communities are genuinely worried about government interference in religious autonomy. For the sake of peace and harmony, I believe the CM will take a positive and considerate stand,” Dr. Kazi said.

He further added, “Yes, there is unrest among the people, but we are all mature enough to handle this peacefully. With the able leadership of our Hon’ble Chief Minister, I have tremendous faith that he will resolve the matter in a way that ensures everyone in Meghalaya feels safe and secure.”

Dr. Kazi’s memorandum pointed out that the amended Act proposes allowing non-Muslims on Waqf Boards and transferring authority over Waqf properties to government officials — provisions he believes infringe upon the constitutional rights of religious communities.

“These measures risk undermining the autonomy of Muslim institutions in managing their charitable endowments,” he said.

He concluded that exempting Meghalaya from the Waqf (Amendment) Act, 2025, would uphold the state’s commitment to secularism, communal harmony, and the protection of minority rights, and further strengthening trust and unity among its people.
