Shillong, April 15: Ri-Bhoi Superintendent of Police, VS Rathore, on Tuesday issued a directive instructing all Officer-in-Charges of Police Stations, Outposts, Beat Houses, PICs, ADCs and other relevant units to form Community Liaison Groups (CLGs) within their respective areas of operation.
As per the directive, the CLGs should comprise respected and law-abiding members of the community, including retired government employees and heads of educational institutions (where available). These individuals will serve as representatives of the CLG and offer inputs and suggestions to assist the police in their functioning.

The SP said that the CLGs must ensure balanced representation of both men and women, as well as individuals from various community-oriented professions within the villages falling under each Police Station’s jurisdiction.
The SP states, “No person convicted by a court of law, currently facing legal proceedings in criminal cases, or dismissed/compulsorily retired from any service due to corruption, misconduct, or indiscipline shall be eligible for inclusion in the CLG.”
It further noted that individuals associated with political parties or politically affiliated organisations may be considered for inclusion in the CLG.

The role of the CLG shall identify the existing and emerging policing needs of the area, which shall be taken into consideration by the Officer-in- Charge of the Police Station while preparing the annual policing strategy and action plan for his jurisdiction, for submission to this office.
The directive also mandates that the CLG must meet regularly as required, and at least once every three months. These meetings should be attended by SDPOs, CIs, OCs and ICs, and must also provide room for public participation.
