Sikkim: CM Golay takes tough stand against professors’ legal challenge on probation, enforces UGC norms

Gangtok, Aug 10: Sikkim Chief Minister, Prem Singh Golay, has taken a tough stand against the recently regularized Assistant Professors of the State for going to Court for the one-year probation they need to undergo.

The Assistant Professors, who had been recruited as adhoc teachers over four years back and were regularized on December 31, 2023, after serving for 4 years, have moved the court against the one-year clause of serving a probation period of one year post regularization.

Reacting to this, the Sikkim CM said the decision was based on the State service rules. However, the State government will now follow the University Grants Commission (UGC) norms including a face-to-face interview for the recruitment instead of en masse regulatrization upon completing 4 years of service as adhoc.

“The government had decided to regularize all temporary employees who completed 4 years as on 31 December 2023. As per service rules they are supposed to work one year in probation after being regularized. They were regularized without any interviews. But now Assistant Professors who were regularized have been unhappy with one year probation,” he stated in a public rally in Rangpo on Saturday.

16 Assistant Professors have submitted a petition in the High Court of Sikkim against the State government’s regularisation policy. Over 100 Assistant Professors were recruited by the State Public Service Commission following the recruitment notice in 2017. They were paid a monthly consolidated pay of Rs. 8000 during their probation.

Responding to the case against regularisation policy, Golay said the professors were trying to blackmail the government, which he will not accept.

“Those unhappy with the one year probation come under UGC rules and guidelines. However, we regularized them as per Sikkim Service Rules. But they requested a change in Department of Personnel notification stating they didn’t want one year probation. That is blackmailing the government and we will not accept that,” he said, adding those unhappy can “quit your jobs”.

He further said the government is scrapping the 4-year regularization policy for Assistant Professor in collages and institutes in the state.
