Assam unveils conservation and tourism plan for Moidams World Heritage Site

Guwahati, July 26: The Assam government has chalked out a comprehensive conservation and tourism development plan for the Moidams – the Mound-Burial System of the Ahom Dynasty, which was inscribed as a World Heritage Site today.

Officials announced that a Site Management Plan for Moidams (2023-2030) has been developed by the Department of Archaeology Assam in consultation with the Archaeological Survey of India for the site.

“There are provisions for archaeological investigations, conservation and maintenance of mounds and vaulted chambers, landscape conservation and maintenance, access and provision of pathways and shelters, visitor facilities and interpretation, risk preparedness and disaster management, buffer zone management, education, publicity, and outreach, and rural regeneration,” officials said.

Periodic reviews of the actions are planned, with a substantial review scheduled for 2029 as part of the budget process. The state government has also prepared a five-year project to complement the conservation plan, focusing on improvements to visitor infrastructure.

The Centre has confirmed to UNESCO that Heritage Impact Assessment is a requirement of the Ancient Monuments and Archaeological Sites and Remains (Amendment and Validation) Act of 2010, which establishes the National Monument Authority. All development proposals within the nominated property must be submitted to the National Monument Authority, which can request a Heritage Impact Assessment if necessary. Developments in the buffer zone are regulated through planning processes, including Regional Development plans, Perspective Plans, and Master Plans guiding local planning.

ICOMOS considers that, in addition to continuing to enhance the management system with plans for sustainable tourism and interpretation, a landscape approach to the management of the nominated property should be developed.
