Broadband services restored in Manipur under strict conditions, internet ban in valley districts continues

Imphal, Sept 12: The Manipur government on Thursday restored broadband services in the State while the suspension on internet services in the 5 valley districts continues.

Manipur government had on Tuesday suspended internet for 5 days (till 3 PM of September 15) in the districts of Imphal West, Imphal East, Thoubal, Bishnupur, Kakching; all valley-based districts. The hilly districts were exempted from the purview of the internet ban.

On Thursday though, N. Ashok Kumar, Commissioner (Home), Government of Manipur, said the suspension of internet services on Broadband service (ILL and FTTH) is lifted conditionally.

However, the government has also issued a list of riders on broadband service.
These include:
a. Connection will be only through static IP and that the subscriber concerned shall not accept any other connection other than allowed for the time being [TSP/ISP shall be held responsible for non-compliance of this condition];

b. No Wifi/hotspots shall be allowed from any of the routers and systems using the connection at any cost by the subscriber concerned;

c. Media Access Control Address (MAC) binding at the system level or router shall be ensured with the help of ISP/TSP concerned;

d. Blocking of social media websites and VPNs at the local level will be ensured by the subscriber concerned;

e. Shall have to ensure removal of any existing VPNs software from the system and not to Install any new software/ VPN App by the subscriber concerned;

f. Enforcing Physical Monitoring by subscriber concerned / the concerned authority/ officials of checking violation of the terms and conditions specified;

g. Changing of log in ID and Password for respective system on dally basis;

h. Will obey all orders/ Regulations regarding any change in the condition under which service Is being allowed/ issued by the State Government from time to time by the subscriber concerned;

i. Further, in the event of any violation, subscriber concerned will be liable to be punished as per provisions of relevant laws of the land in force and that the subscriber shall also agree to be fixed personally responsible for any leakage/ activities done by any Secondary user of internet, in case Wifi/ Hotspot had been activated without approval of Home Department from the system/ router; and

j. ISP shall ensure to obtain undertaking to the extent as explained above before giving any internet connection in the prescribed format without fail.

Defying the curfew, over a thousand students staged protests in Imphal for the second day on Tuesday even as security forces lobbed teargas shells and fired in the air to disperse them. According to various student bodies, more than 55 students were injured in the clashes with the security personnel and admitted to various hospitals including the Regional Institute of Medical Sciences.

The students, who have been agitating for the removal of the Security Advisor to the government, and Director General of Police, handing over of the Unified Command charge to the state government, and withdrawal of Central forces from the state, expressed their dissatisfaction, stating that since their demands were not met, all schools and colleges will shut down indefinitely. They said that their further course of action would be decided after consultations with fellow students.

At the same time, curfew remains imposed in the districts of Imphal East, Imphal West, and Thoubal.
