Shillong, May 15: Chief Minister Conrad K Sangma chaired a meeting in the presence of Deputy Chief Minister Prestone Tynsong, with all the three Autonomous Districts Councils (ADCs) on Wednesday. The meeting was attended by CEMs, Dy CEMs and other members. The overall administration including rationalisation of employees, service rules and monetization of assets were discussed in the meeting.
The concerns on Financial Rules, HR and procurement were also discussed.
A special committee has been constituted by the District Council Affairs Department (DCA) under the Chairmanship of Chief Secretary to guide and provide administrative support to the ADCs.
The concerns on Bills passed by the ADCs were discussed at length, which are pending for approval due to various reasons at different levels including Governor’s assent. It was decided in the meeting that all pending Bills are to be discussed with the Expert Committee constituted by DCA for necessary rectifications to be made accordingly.
On the concerns related to financial health of the councils, the meeting has decided that the Chief Secretary will head a committee that will find ways and means to augment the financial position of the ADCs.
On the strength of employees, the meeting has decided to rationalise employees through different measures and build capacity for effective and smooth functioning of the ADCs. The meeting has decided that experts are to be engaged for overall reforms of the ADCs.
During the meeting, the Chief Minister suggested the councils to document and initiate research on cultural practices and preservation of the rich heritage of the tribal communities of the State.
