Tura, June 29: The Constitutional Rights Forum of Raksamgre & Chibinang Regional Unit, West Garo Hills, Meghalaya on Thursday said that the Reservation-Roster System is an integral part of our democratic framework, aimed at addressing historical imbalances and providing opportunities to marginalized sections of society.

It said that “by allocating reserved positions in a cyclic manner, the Roster System ensures fair representation for Garos and Hynniewtrep and other eligible categories.”

However, it is disheartening to observe the continued delay in implementing the Roster System retrospectively in Meghalaya.

It further said that the “Retrospective Implementation of the Reservation Roster is a Constitutional Mandate. The Meghalaya Government has a duty to rectify historical injustices and ensure equal opportunities for all citizens. The retrospective implementation of the Roster System is not a mere suggestion; it is a constitutional mandate that cannot be ignored. This inaction contravenes constitutional principles and denies deserving individuals the opportunities they rightfully deserve. Justice delayed is justice denied, and prompt action is needed to rectify this situation.”

The Constitutional Rights Forum also said that “Today, we pray to the Meghalaya Government, demanding immediate and decisive action to implement the Roster System retrospectively in all public sector organizations, departments, and educational institutions. Mere lip service to the principles of social justice is not enough. Concrete steps must be taken to translate these ideals into reality. Implementing the Roster System retrospectively may pose administrative challenges, but they should not serve as excuses for inaction. The government must engage in meaningful consultation with legal experts, representatives of marginalized communities, and concerned stakeholders to develop an effective roadmap for implementation. Collaboration and dialogue will pave the way for a just and equitable system that benefits all. The citizens of Meghalaya have a right to know the government’s plans and progress in implementing the Roster System retrospectively.”

It said that transparency and accountability are crucial aspects of good governance and government must provide a clear and actionable plan, including specific steps and a timeline for implementation.

“The continued denial of opportunities to marginalized communities will perpetuate social inequality and hinder progress. The citizens of Meghalaya are determined not to stand idle while their rights and aspirations are disregarded,” it said.

The Constitutional Rights Forum of Raksamgre & Chibinang Regional Unit also said that the state government has a duty to rectify historical injustices and ensure equal opportunities for all citizens. The retrospective implementation of the Roster System is not a mere suggestion; it is a constitutional mandate that cannot be ignored. This letter serves as a support to the ACHIIK’s stand on retrospective stand of implementation of Reservation-Roster who rallyingand is crying to the government to act swiftly and decisively, upholding the principles of justice and equality that form the bedrock of our nation.
