Hek proposes sub-category wise revisions to Job Reservation Policy to address economic imbalance

Shillong, 19 June: The Meghalaya Reservation Policy has been a topic of discussion in recent times, with various organizations and political parties submitting their suggestions and views to the Expert Committee led by Mool Chand Garg as its Chairman.

Meanwhile, BJP senior leader and Meghalaya Cabinet Minister, A. L. Hek, has submitted recommendations for revising the state’s Reservation Policy to the Expert Committee with a proposal to create sub-categories. The recommendations, addressed to Mool Chand Garg, Chairman of the Expert Committee and a retired Judge, aim to refine the existing policy without altering its foundational principles.

Grounded in resolutions and office memorandums dated January 12, 1972 and May 10, 2022, Hek’s proposal includes:
1) Introducing a 15% reservation for the General Category.
2) From the 40% reservation allocated to Khasi and Jaintia communities, designating 20% for the poorest families below the poverty line (BPL) and 20% for the broader Khasi and Jaintia communities.
3) From the 40% reservation for Garo communities, allocating 20% for the poorest BPL families and 20% for the general Garo community.
4) Establishing a 5% reservation for Scheduled Tribes and Scheduled Castes of Meghalaya.

Current reservation policy
The current reservation policy mandates 40% each for Khasi and Garo tribals, 15% for other backward tribes, and 5% for the open category. The proposed review follows demands from some organizations in the Khasi Hills region, citing population disparities.

Expert Committee invites suggestions
The expert committee, chaired by Justice (retd) Mool Chand Garg, former Judge of the Madhya Pradesh High Court, includes Justice (retd) Dr. Satish Chandra as the expert member in Constitutional Law, Prof. DV Kumar as the expert member in Sociology, Prof. Chander Shekhar as the expert member in Population Studies, and Prof. Subhadip Mukherjee as the expert member in Economics.

The Expert Committee has invited stakeholders, political parties, and NGOs of the East Jaintia Hills district to submit their views on the proposed amendment of the Meghalaya State Reservation Policy 1972.

The committee will also be holding public hearings in Shillong and all other District Headquarters. Stakeholders and NGOs wishing to provide suggestions or comments on the State Reservation Policy can submit their inputs in writing. Submissions should be addressed to Mr. L.K.
