Himanta launches BJP’s Panchayat ‘sankalp patra’: ‘No more begging, Assam will build its own future’

GUWAHATI, April 26: Unveiling the BJP’s ‘sankalp patra’  for the 2025 Panchayat elections, Assam Chief Minister Himanta Biswa Sarma on Saturday declared that Assam would shed its “dependent mindset” and emerge as a self-reliant, contributory force in India’s development.

Speaking at the BJP state headquarters, Sarma said, “For 75 years, Assam has been trapped in a mindset of dependency, where every Chief Minister had to beg Delhi for aid. We are challenging that mindset. Assam will no longer be a begging bowl. We will build our embankments, our roads, and our future with our own resources.”

“We are breaking the old mindset that kept Assam dependent and stagnant,” Sarma said. “We are building a new society where Assam will not beg but contribute meaningfully to India’s development. No longer will we wait for Delhi’s aid every time there’s a flood. We aim to have the courage and strength to build our own embankments with our own resources. Guided by the ideals of the BJP, we are moving toward true self-reliance.”

Sarma added, “Prime Minister Modi envisions a nation where every state strengthens Bharat Mata, not burdens her. Assam must be a vital part of India’s growth. If India is a living body, then Assam must become its lungs, its liver — the strongest, most essential organs driving the nation forward on the global stage.”

He underscored the critical role of Panchayati Raj in grassroots development, noting that while the government has already built 2,000 kilometres of roads, with active Panchayat participation under MGNREGA and the Public Works Department, another 2,000 kilometres can be constructed.

Highlighting housing initiatives, Sarma said that 3.5 lakh homes are being built under Pradhan Mantri Awas Yojana and that every poor family in Assam will soon have a home through the Chief Minister’s Housing Scheme.

In his address, Assam BJP president Dilip Saikia emphasized that the Sankalp Patra reflects the people’s voice, crafted from over 3,500 public suggestions. He hailed the record number of uncontested BJP victories in the preliminary election stages and said, “For BJP, every election — Panchayat or Parliament — is a final, not a semifinal.”

Saikia also praised the sacrifices made by BJP workers, driven by the motto “Service is Organization,” and credited the developmental vision of Himanta Biswa Sarma for reshaping Assam’s future.

The event, anchored by BJP general secretary Diplu Ranjan Sharma, opened with Minister Ranjeet Kumar Dass, the convenor of the Sankalp Patra Compilation Committee, explaining the objectives behind the pledge document.

This year’s Sankalp Patra is built on four pillars: Mahatma Gandhi’s Gramoday (village upliftment), Acharya Vinoba Bhave’s Sarvoday (upliftment of all), Pandit Deendayal Upadhyaya’s Antyoday (uplifting the last person), and Rashtraday (nation-building) as envisioned by Atal Bihari Vajpayee and Narendra Modi.
