HITO demands legal action against Shillong Citizen’s Forum over ‘planned’ shutdown

Shillong, April 28: The Hynñiewtrep Integrated Territorial Organization (HITO) has asked the East Khasi Hills district administration to take strict legal action against the Shillong Citizen’s Forum (SCF) for announcing a shutdown of all commercial establishments in Shillong on April 28.

The shutdown is being promoted as a gesture of solidarity with victims of the recent terrorist attack at Pahalgam.

In a letter addressed to Deputy Commissioner R.M. Kurbah, HITO questioned the legitimacy of the SCF and warned that any attempt to forcibly close businesses could lead to a disruption of peace and law and order. It said any such law and order problem would fall upon the district administration to fix. The organization demanded that those behind the planned shutdown be treated like any other group violating the law, and called for immediate legal measures, including imprisonment, against them.

While expressing deep sympathy for the victims of the Pahalgam attack and praying for the recovery of the injured, HITO emphasized that true solidarity should come through voluntary public participation. They pointed out that in Kashmir, closures were voluntary and spontaneous, not driven by coercion.

The organization also recalled the Mukroh incident, where, despite calls from some groups for a shutdown following the killings of locals by Assam Police, HITO had advocated for shops and establishments to remain open, respecting the daily livelihood needs of the people. “No individual or group has the moral or legal authority to deny citizens their right to earn a living under any pretext,” HITO asserted.
