Shillong, May 4: In a significant step toward enhancing rural governance and capacity-building in Tripura, the Dr APJ Abdul Kalam Centre for Policy Research and Analysis at IIM Shillong has signed a landmark Memorandum of Understanding (MoU) with the Rural Development (Panchayat) Department, Government of Tripura.
The MoU signing ceremony was graced by Prof. (Dr.) Manik Saha, Chief Minister of Tripura, lauded the collaborative initiative for its potential to transform grassroots development in the state. The agreement was formally signed by Prof. Nalini Tripathy, Director (I/c) of IIM Shillong, and Abhishek Singh, Secretary, Rural Development (Panchayat), Government of Tripura.
This strategic partnership underscores a shared commitment to advancing good governance, rural empowerment, and sustainable development.
Key focus areas under the MoU include:
* Enhancing administrative efficiency through strategic management training
* Equipping Panchayati Raj Institutions (PRIs) with tools for inclusive and participatory governance
* Supporting effective planning, implementation, and monitoring of grassroots development initiatives

As part of the initiative, the Dr. Kalam Centre at IIM Shillong will develop and deliver customised training modules, interactive workshops, and field-based learning programs tailored to the needs of rural governance stakeholders. Capacity-building efforts will span financial management, leadership development, community mobilisation, and monitoring and evaluation.
During their visit to Tripura, the IIM Shillong delegation—led by Prof. Tripathy and Dr. Sanjeev Ningombam, Head of the Dr. Kalam Centre—also met with Indrasena Reddy Nallu, Governor of Tripura, Jitendra Sinha, Chief Secretary, Government of Tripura. The team shared insights into IIM Shillong’s ongoing regional development programs and explored opportunities for future collaboration.
The MoU marks a meaningful step toward fostering innovation, accountability, and inclusivity in Tripura’s rural governance, paving the way for a more empowered and self-reliant future.
