Shillong, Aug 17: A delegation of the Khasi Hills Autonomous District Council (KHADC)’s Executive Committee (EC) led by its Chief Executive Member (CEM) Pyniaid Sing Syiem on Thursday requested the Governor Phagu Chauhan to grant his assent to the various Bills passed by the Council.
Speaking to reporters after the meeting, Pyniaid said the expert committee constituted by the State government had recently returned as many as 8 Bills, seeking more clarification on them.
Of these, 7 Bills are mainly concerning the Elaka administration right from the village level up to the Hima level and the KHAD (Social Custom of Clan Administration) Bill.
“We have expressed our concerns to the Governor that as soon as we have done the correction, we will send them (8 Bills) again to the Governor and we requested him to give his assent to these Bills,” he said.
“We are very happy that the Governor has expressed his willingness to give his nod to these Bills in the future and also to have a close relation with the KHADC,” the CEM said while adding that the Governor has also expressed his willingness to inaugurate one of the council asset projects, funds of which have been received from the Central government.
The delegation also expressed gratitude to the Governor for his support and for approving the Khasi Hills Autonomous District (Establishment, Management, and Control of Markets) (Second Amendment) Regulation Act, 2021 and Khasi Hills Autonomous District (Regulation and Administration of Land) Bill, 2021.
Pyniaid said that the KHADC will soon frame rules for implementation of the Market Regulation Act, which will to a great extent help in addressing the problems faced by the farmers in the five districts under the Council’s jurisdiction.
He said the Council will also fix the Minimum Support Price (MSP) and will ensure deduction of weight of agricultural produce is prevented from now onwards.
Deputy CEM Pynshngain N Syiem said that the Council is very thankful to the MDA government, for recommending the Bills for assent by the Governor.
“We are very thankful to the state government for the constitution of the expert committee. Anything that cannot be understood, we will sit together among the district council, the state and law officers so that all the Bills passed should not be delayed because our main intention is to codify, to regulate as per our system,” he said.
On the Bills returned to the Council, Pynshngain said, “We will clarify very soon and send them back to the DCA. We have asked the Governor to kindly assent our Bills so that the people will be strengthened not only in terms of development but also in terms of Acts, laws and regulations because nowadays without acts, laws and regulations, we cannot protect ourselves.”
He also asserted the need for good relationship between the Governor and the KHADC and said, “Governor is the head of the ADCs as per the Constitution”. The Deputy CEM said the office of the Governor can always directly call the KHADC for clarification and for discussion on issues related to the Bills.
