Shillong, Sept 26: The Khasi Hills Autonomous District Council (KHADC) on Thursday requested the Meghalaya Governor to speed up granting assent to as many as seven pending Bills passed by the Council last year.
Speaking to reporters after meeting the governor at Raj Bhavan, KHADC CEM Pyniaid Sing Syiem said, “Out of these, two are very important Bills. This include the KHAD (Administration of Elaka) Amendment Bill, 2023 which seeks to empower and give recognition to the functioning of local youth and women organizations in the village level. All this while their functioning is as per practice but not as per law.”
“The other important Bill is the KHAD (Khasi Social Custom of Lineage) Amendment Bill 2023 which seeks to register and streamline the clan administration in the region,” he said.
“As per a study, there are over 3000 clans in Khasi Hills but till now there is no recognition by law. According to the Bill, there should be only one clan elder to be recognized by the KHADC,” Syiem said while adding “The governor has assured to give his immediate assent especially to these two important Bills.”
“We have also requested governor’s assent for the KHAD (Regulation and Administration of Land) Rules, 2023. We have passed the Land Act in 2021. We need rules to fully implement the Land Act to register and protect tribal land,” he added.
The other pending Bills include KHAD (Regulation and Administration of Land) Amendment Bill, 2024, KHAD (Fisheries Amendment) Bill, 2023, Regulation of Trading by Non-Tribal Amendment Rules, 2023 and KHAD (Autonomous Districts Nomination and Election of Lyngdoh and Myntri, Lyngdoh Raid and Sordar Shnong Administration of Sohiong Lyngdohship) 2023.
