SHILLONG, July 11: KHADC deputy chief executive member (Dy CEM) Pynshngain N Syiem on Thursday said it is mandatory to get a Khasi tribe certificate for issuance of Scheduled Tribe (ST) certificate by competent authority.
“Without Khasi tribe certificate, you cannot give ST certificate,” Syiem said while replying to a motion moved by opposition leader Titosstarwell Chyne to discuss the role of KHADC in issuing the Khasi tribe in relation to the Khasi Social Custom of Lineage Act, 1997 during the ongoing summer session of the council.
“Also, we cannot issue Khasi tribe certificates without a clan certificate issued by the dorbar kur and similarly the DC office cannot issue ST certificates without a Khasi tribe certificate,” he said.
The deputy CEM further stated, “Whoever does not follow the matrilineal lineage, he is no longer a Khasi and they cannot get Khasi tribe certificate which means they cannot get ST certificate.”
Referring to the recent meeting chaired by Deputy Chief Minister incharge DCA Prestone Tynsong, he said that the KHADC had clearly stated that the deputy commissioners’ office should follow the Khasi Social Custom of Lineage Act, 1997.
“Soon a modified notification will come up in this regard. This notification will be issued by the social welfare department,” he added.
