Imphal, April 12: Phungyar MLA Leishiyo Keishing lashed out at contractors and agencies for incomplete and substandard work, warning of strict legal consequences.
Visibly angered, the MLA declared that the people of Kamjong “will no longer be taken for granted.”
Accompanied by Kamjong headman Hoping Chitung, Village Authority members, and local leaders, the MLA inspected several high-profile projects, including the long-delayed Sadbhavana Mandap and Ava (Ema) Market Complex. Despite being initiated in 2021 with substantial funding, the structures remain incomplete and poorly constructed. Leishiyo accused the contractor of treating public funds like personal wealth, noting that little progress had been made even though the tender followed the approved Detailed Project Report.
Recalling a 2021 promise by the then Chief Minister to expedite the Ava Market, Leishiyo expressed frustration that the building still stands half-finished.
At Kamjong District Hospital, the MLA found dismal conditions, including a lack of basic facilities. He visited patient wards, interacted with patients, and provided direct monetary help. The inspection then moved to the under-construction Nursing College, where Leishiyo noted almost no progress a year after its foundation was laid.
The most dramatic moment came at the under-construction 50-bedded hospital. The MLA found alarmingly poor-quality construction materials. “The bricks crumble with the lightest touch,” he remarked. To the shock of all present, he lightly kicked a wall — and it collapsed instantly, exposing the fragility of the structure and what he called “criminal negligence.”
A mason on site revealed he had voiced concerns about the materials, but the contractor had told him to proceed anyway. Outraged, Leishiyo demanded full accountability for what he described as a betrayal of public trust.
