Shillong, Nov 15: Following the death of a woman pedestrian who was hit by a speeding bike at Mawlai, Superintendent of Police (Traffic) East Khasi Hills District, Kamakhya Prasad, said the rider is under the legal driving age, and if found liable, the parents will be punished accordingly by law.
Speaking to reporters, SP Prasad mentioned that a thorough investigation has been conducted, and the preliminary investigation reveals that the bike rider is a juvenile and still holds a learner’s licence.
The SP explained that driving alone with a learner’s licence and operating a vehicle above 55 cc is considered a violation of the law. If caught, the driver can face legal consequences, or the parents will be held liable for any offence.
“The Preliminary Investigation shows that the rider is a Juvenile and holding a Learner License. He has violated the rules and norms of Learner License…as per the rules, a Learner License holder if they ride they can ride two wheels with/without gear but cannot exceed 50cc and if riding in public place it has to be with the consent of the parents”, said the SP.
The SP also informed that the juvenile rider involved in the Mawlai accident case has been apprehended and was produced in court, and a case was registered against him.
The SP said since the juvenile rider has violated the laws, therefore the Police will examine the matter and “if necessary the parents of the juvenile will be taken action against them” for allowing the juvenile to use a bike beyond the permissible limits, he added.
“As per rules, parents have to give their consent and undertaking if a Learner License is riding with gear..therefore, if anything happens then they will be responsible”, further explain the SP.
SP Prasad emphasised that the traffic police are more vigilant, and any person found violating traffic rules will be punished by law.
He also urged parents to be more cautious when buying two-wheelers for their children, as it can be dangerous when they are involved in rash driving. Additionally, he stated that if parents are found violating the laws, they will also be punished accordingly.
“Even though the Shillong Traffic Police are working hard to prevent this menace, however it is also the duty of the parents to see that their children are not violating the rules and norms. But, if they are found violating, parents will also be liable and the police will book them as per the provisions of the law”, added the SP.
