SHILLONG, MAY 23: The state government has made tribe certificate mandatory for areas under the Khasi Hills Autonomous District Council (KHADC) in regards to the issuance of Scheduled Castes and Scheduled Tribes certificate in Meghalaya.
This was as per amendment made to SI 7 of the Guidelines for receipt and disposal of applications for issuance of Scheduled Castes and Scheduled Tribes Certificate in the State of Meghalaya issued vide Office Memorandum dated 19.03.2014.
Informing this on Thursday, Social Welfare Minister Paul Lyngdoh said, “This concerns the applications for issuance of SC/ST certificates in the state of Meghalaya, where apart from what was listed in the guidelines for receipt and disposal of application, we have included one more clause which reads as follows: One of the items to be furnished would include number 4 (this is an adendum) tribe certificate from a competent authority for areas under KHADC shall be mandatory.”
“This was not included all along inspite of this tribe certificate being a valid legal document issued by KHADC. So in order for anybody to register themselves or claims or seek to be registered and to be issued with an ST certificate they should possessed a tribe certificate issued by the KHADC as a pre condition,”he added.
As per the notification issued in this regard, it shall now be read as “7. The document listed below against each of the items is to be furnished:
a. Caste identity
i. Caste certificate of any paternal/maternal blood relation and proof of such relation.
ii. Copy of old land deed specifying community name in that document.
iii. Any government document proving caste identity
iv. Tribe certificate from Competent Authority for areas under Khasi Hills Autonomous District Council (KHADC) shall be mandatory.”
