Shillong, April 26: The Meghalaya High Court has appointed advocate and secretary general of the High Court Bar Association Kishore Chandra Gautam as a special officer to make an inventory of items lying at the State Art Diagnostic Centre run by the Suraksha Salvia LLP at the Pasteur Institute, Shillong.
It has also directed status quo be maintained in regards to construction, renovation and possession of Block-A, from where the diagnostic centre is presently operating.
The bench comprising of Chief Justice IP Mukerji and Justice W Diengdoh in its order passed on April 25 (Friday) said, “The following order is necessitated to enable the Court to make an inquiry into the nature and extent of violation of its order dated 9th April, 2025, if any, to purge the alleged contemnors of any such violation and by closing the breach, on the prima facie case made out.”

“Kishore Chandra Gautam, Advocate and Secretary General of the High Court Bar Association is appointed as Special Officer at an initial remuneration of ₹25,000/ – to be paid by the petitioner to visit Block-A of Golflink, Shillong, Meghalaya, make an inventory of the items lying there at and file a report in this Court before the returnable date. Minutes of the meeting enclosing the inventory list should be scrupulously maintained and annexed to the report,” it said.
“The parties for the time being are to maintain status quo regarding construction, renovation and possession of Block-A and also of the inventorised items which for the time being are deemed to be in the possession of the petitioner,” the bench also stated in its order.
The bench further directed that the Special Officer will ensure compliance of this order and said, “The local police will render all assistance to the Special Officer if required and requested for.”

The order stated that earlier the respondent State had commenced removal of the petitioner’s items from Block-A by packing and removing those items.
“He submits that after our order dated 9th April, 2025 there has been no further removal. This is disputed by Saha. We shall go into the question later. Let the report of the Special Officer come. We make these applications returnable on 9th May, 2025,” the bench further stated.
