Meghalaya launches ‘Rich Paper Lottery’ with big prizes and revenue boost for state

Shillong, April 5: The much-anticipated Rich Paper Lottery was officially launched on Saturday by Meghalaya’s Taxation Department Minister-in-Charge, A.T. Mondal, bringing with it the promise of substantial rewards for participants and a financial boost for the state.

Unveiling the details, Mondal assured the public of exciting prize categories, making the scheme an attractive opportunity for lottery enthusiasts.

“With multiple series and generous prize money, this lottery offers a real chance to win big,” he said.

Each ticket, priced at just ₹10, opens the door to substantial rewards. The lottery features three series, each offering a first prize of ₹80,000, bringing the total first-prize payout to ₹2.4 lakh.

Beyond the jackpot, the scheme boasts a structured prize system:

Second Prize: ₹4,000 each for 15 winners (five per series)
Third Prize: ₹2,000 each for 24 winners (eight per series)
Fourth Prize: ₹1,200 each for 72 winners (24 per series)
Fifth Prize: A shared pool of ₹80,000 across 120 winners in 14 series
“In total, ₹96,000 will be distributed in prizes per draw,” Mondal noted.

Beyond the thrill of winning, the government stands to gain significantly from the lottery’s proceeds.
“We will collect GST on ticket sales at 28%, and each draw requires a fixed deposit of ₹10,000 at least 15 days in advance. Additionally, 2% of the total profits will go to the government,” Mondal explained.

He also detailed the licensing requirements, including a hefty annual license fee of ₹4 crore and a bank guarantee of ₹2 crore.

Beyond its revenue-generating potential, Mondal highlighted the broader economic benefits of the scheme.
“This initiative is expected to create employment opportunities as well,” he said, expressing optimism about its impact on the local economy.
