MPS officer seeks chief secretary cum state vigilance officer’s intervention into misuse of power by Meghalaya DGP

SHILLONG, MAY 9: Former Assistant Inspector General (AIG) of Meghalaya Police GK Iangrai has sought the Chief Secretary cum State Vigilance Officer DP Wahlang’s intervention into the alleged misuse of power by the Director General of Police (DGP) LR Bishnoi and members of an enquiry committee constituted by the police department.

In his letter to Wahlang, Iangrai said, “Submitted for favour of your kind information with a request to kindly take necessary criminal legal action and departmental action against the officials for abusing their official position and criminal acts etc for misuse of their power official status.”

He said on August 25, the office of DGP has handed over the document in connection with report submitted by the enquiry committee to the Secretary Home Police containing the findings of enquiry committee headed by MK Singh (Inspector General of Police, Law & Order, Meghalaya Police) along with DNR Marak (Commandant, 1st MLP Bn, Mawiong, Shillong).

As it can be seen in para 1 of the findings of the above committee it has been stated “One Hyundai Verna which is parked at Central Workshop has been allotted a fake number and no registration of the vehicle was done by AIG A since no document are available”.

Iangrai said on February 10, 2023 in response to my application seeking copies of the enquiry committee report of the police department against me, copies of the enquiry have been supplied to me vide letter dated February 8, 2023 through the Superintendent, District Prison and Correctional Home, Shillong while I was still under judicial custody.

“To my utter surprise on the findings of the committee at para 1 where it has been alleged by the enquiry committee that I have allocated a fake number to the Hyundai Verna vehicle which was parked at the Central Workshop Bishnupur, Shillong and on perusing the report and taking a glance at annexure A serial no 77 where a mention is made to vehicle no ML-02-A-0001 verna having the following description Chassis No MALC841CLKM128988*B for which at no stage of time during my tenure as the then AIG(A) had made not affixed any fake no plate as the vehicle was never in my custody but as stated by the enquiry committee members is parked at Central Workshop which is under custody and care of the in-charge of the workshop,” he stated in the complaint while adding “
This has raised some concern that some conspiracy has been plotted against me by the High-Level enquiry committee under the influence of some vested people/official to tarnish my career and reputation.”

Further, Iangrai said that on February 14, 2023 after being release from judicial custody and rearrested and brought to CID Police Station, Meghalaya, Shillong for completing arrest formalities.

“To my utter surprise saw one white Kia Carnival vehicle which was parked in the main porch of the DGP office Meghalaya which resemble in total with the vehicle on which LR Bishnoi was ferried on the day he assumes the charge as DGP Meghalaya on May 2022 brought along with his convoy from Assam Police. But this same vehicle has been affixed with a No Plate bearing the registration number ML-02-A-0001 which to the best of my knowledge and as per records which I have received from the police department and registration certificate which I have been supplied by the transport department in response to my RTI indicates that the registration of vehicle number ML-02-A-0001 is of a vehicle model verna 1.6 VTVT,” he said.

“After a long time of effort made by me, self has been able to collect evidences in photos and video recording which is enclosed from different sources it has been reveal that the current DGP Meghalaya LR Bishnoi in connivance with other police official has abuse his official position by plying on a fake registration to a supposedly requisitioned vehicle for which the same has been used by the incumbent DGP Meghalaya till date. Further since I have no option to avail CCTV footages from Meghalaya police headquarters or CID police station to prove that the DGP has been continuously using this vehicle from the day he joined Meghalaya police till date owing to the fact that recently the government through the political department has conferred exemption from the purview of the RTI Act, 2005 to the CID organization amongst other,” he said.

The MPS officer said it is also worth mentioning that the enquiry that has been conducted against me was also leaked out to the press prior to the report being submitted to the government as can be evident from the affidavit that has been filed by the secretary home police in the High Court, Meghalaya in relation to the PIL No 12 of 2022 whereby it was indicated that the report has been leaked out to the press on August 23, 2022 which suggest that there is a criminal conspiracy that has hatched for ulterior and personal gains, financial gains, quid-pro-quo of the official involve in the entire enquiry or assisting the enquiry committee.

“After having a glance of the pictures and videos enclosed it is evident to prove that the current DGP Meghalaya and other officials are in the know of the fact that the Kia Carnival requisition vehicle currently used DGP has been attached with a fake No Plate, since in one of the pictures the DGP has visited first MLP Battalion in which C Lyngwa and other officers were present who also happen to be the member of the enquiry committee,” he said while adding that the DIG Eastern Range also being a member of the enquiry committee along with other can be seen in the picture after the completion of a meeting held at the committee room of the Assembly Secretariat in matter relating to issue against women.

“In view of the above information disclose and aggrieved by the manner in which allegation have been made against me which as per facts and evidence stated, the DGP Meghalaya has full knowledge about the vehicle that he is regular using whereby a government registered No ML-02-A-0001 belonging to a Verna as per registration certificate issued by the transport department has been misuse by fixing it on a private requisition vehicle white KIA Carnival Limousine which is approximately Rs 40 lakhs in the market which is beyond the class of entitlement of a government official of his stature in the state of Meghalaya as per official notification issued by the government of Meghalaya,” he stated.
