Guwahati, July 25: The National Commission for Protection of Child Rights (NCPCR) on Monday wrote a letter to Manipur DGP over disclosing the identity of a minor boy and alleging him as the perpetrator of a recent incident in Manipur by three people.
In letter to DGP Rajiv Singh, the Commission noted that it has received a complaint “pertaining to the disclosing of the identity of a boy aged 14 years”.
The NCPCR in the letter directing it take cognizance and file an FIR against three persons — CPI(M) Politburo member Subhashini Ali, Tarun Bharatiya of Meghalaya, and Kamaludeen M from Tamil Nadu — for posting photographs of a minor that they alleged was involved in the incident of May 4 in which two women were paraded naked.
Furthermore, it has been informed to the Commission that these individuals were involved and can be seen in the recent video of the horrendous incident from Manipur… (and) dissemination of pictures of the minor has caused mental trauma…’’ the NCPCR wrote.
The Commission’s chairperson, Priyank Kanoongo, stated: “There will be an FIR filed against these three individuals. Subhashini Ali’s post has threatened the security of the child. As a former MP, at least she should have been aware before posting a minor’s photographs. Moreover, the child was not only not involved in the incident, he wasn’t even in the district at the time of the incident.”
The NCPCR wrote: “Keeping in view sensitivity of the matter…prima facie, it appears to be violation of Article 21 of the Constitution, Section 75 of the Juvenile Justice Act, 2015, Section 66E of the Information and Technology Act, 2000, and other relevant provisions of law.”
After the shocking video that surfaced on July 19, exposing the horrifying assault and naked parading of two women in strife-torn Manipur, police have apprehended six persons including one juvenile.
