Prof. SM Sungoh officially assumes charge as Pro VC of NEHU’s Shillong Campus

Shillong, March 25: After officially writing to the North Eastern Hill University’s students’ union, teachers’ association and non-teaching association to work together peacefully towards the progress of the university, North Eastern Hill University (NEHU) Vice Chancellor, Prof P S Shukla, on Tuesday announced that Prof Sherwin May Sungoh has been appointed as the Pro Vice-Chancellor (Pro VC) of NEHU’s Shillong Campus.

He said this appointment was in pursuant to the resolution adopted by the Executive Council (EC) in its 85th Emergent Executive Council meeting held on November 14, 2024. He also informed that Prof Sungoh has officially assumed charge as Pro VC with effect from March 21, 2025.

It may be recalled that Prof Shukla had appointed Prof. Sungoh as Pro VC of the Shillong Campus and Prof. Fameline K. Marak from the Department of Garo has been appointed Pro VC for the Tura campus on November 13, 2024. However, both the professors had rejected the appointments. NEHUTA and NEHUSU had also rejected the appointments

This time, however, Prof. Sungoh has already assumed charge as the Pro VC.

Hub News has accessed the charge taking report by Prof. Sungoh, in which she has taken charge as the Pro VC since the afternoon of March 21, 2025.

Talking to Hub News, Prof. Sungoh also confirmed that she had taken charge as the Pro VC. She said she had taken charge of the post on the basis of the statute 2(A)(5)(i) of the university.

NEHU Statute 2(A)(5)(i) states: “in the event that the Vice-Chancellor is unable to perform his duties owing to absence, illness or any other cause, the duty of his office shall be performed by the Pro-Vice-Chancellor, or if there is more than one Pro-Vice-Chancellor, by the senior-most Pro-Vice-Chancellor until the Vice-Chancellor attends to the duties of his office. Provided that if a Pro-Vice-Chancellor is not available, the seniormost Professor shall perform the duties of the Vice-Chancellor.”

Prof. Sungoh assuming charge as the Pro VC comes in the backdrop of NEHUSU recently asking the faculty and non-teaching faculty of the university to not accept any orders or directions by Prof. Shukla.

As per the NEHU Act and Statutes, the Pro Vice-Chancellor assists the Vice-Chancellor in the overall administration, academic affairs, and financial functioning of the University. In accordance with NEHU Act 13 and Statute 3 (3), the Vice-Chancellor, Prof Shukla, has delegated specific administrative, financial, and academic responsibilities to Prof Sungoh to facilitate the effective governance of the university. These delegated powers are subject to modification as per university requirements to ensure efficient functioning.

During her tenure as Pro Vice-Chancellor, Prof SM Sungoh will be entitled to draw pay and allowances as prescribed by the UGC and the Ministry of Education, GoI, in alignment with the policies of NEHU. Her services will be governed by the terms and conditions set forth in Statute 3 (2) and Ordinance OE-1 of the University.

Meanwhile, in a press statement, Prof. Shukla said, “Prof SM Sungoh is a distinguished academician and professor in the Department of Education at NEHU, Shillong Campus. With extensive experience in higher education, her research and teaching focus on pedagogy, curriculum development, and educational policy. She has contributed significantly to the academic growth of NEHU in the last several decades and has been actively involved in various research projects, publications, and administrative responsibilities. Her expertise in education will greatly benefit the university in her new role.”
