Shillong, July 6: In a major effort to reduce traffic congestion and enhance road management, the East Khasi Hills district administration has introduced a comprehensive parking policy for Shillong. The new system—featuring designated parking, disembarkment, and “No Parking” zones—will go into effect on August 1, 2025.
Issued under Memo No. UAU.88/2024/595, the measures will be implemented across seven key traffic divisions: Sadar, Madanrting, Laban, Mawlai, Rynjah, Lumdiengiri, and Laitumkhrah.

The Urban Affairs Department has established fixed hourly rates according to area type:
Commercial zones: ₹20 per hour for two-wheelers, ₹40 for four-wheelers
Residential or quieter areas: ₹15 per hour for two-wheelers, ₹30 for four-wheelers
Key Highlights by Area:
Laban:
Parallel parking for four-wheelers will be available on Madan Laban, Rilbong, Lumparing, and Raid Laban. Taxi and private vehicle bays are set aside on Howell and Red Cross Roads. Oxford Hill Road (from Lumshatsngi to New Kench Trace) now offers five parking sections accommodating 43 vehicles.
Madanrting & Nongkhyriem:
Structured parking has been introduced at Iew Madanrting Junction and parts of Block E and F. Taxis and private cars can park near KFC Nongrimmaw, St. Xavier School, and Dum Dum Road.
Mawlai Region:
Roads such as Nongkwar, Nongpdeng, Mawroh, and Umjapung will follow one–sided parking rules. Designated drop-off and parking zones have been established near SEMC and Seng Khasi Colleges, schools, and Dorbar Halls.
Sadar & Lumdiengiri:
Numerous roads near Pine Mount School, Red Cross Road, and Boucher Road have been reorganized. Notably, Boucher Road (from the Cantonment Board Bus Shed to Nethralaya) now accommodates 220 cars—making it one of the largest parking zones in the city.
Smart Road Corridor:
Near the Meghalaya PSC and Passport Seva Kendra, over 45 vehicles can park. Additional two-wheeler space is provided opposite All Saints’ HSS, and a taxi stand has been established near the Syndicate Bus Stand.
Secretariat Zone:
Government offices including the AG Office, BSNL, and DTO will have regulated parking slots—some reserved exclusively for vehicles with official stickers. Slot capacities range from 9 to 30 vehicles.
Tourist Hotspots:
Golf Link, Keating Road, and New Polo:
Up to 35 vehicles near Gaffar Café and MPRO Office
Up to 70 vehicles near Balika Hindi Vidyalaya School on Keating Road
40 vehicles near the CM’s Bungalow in New Polo, along with a dedicated taxi zone near Hotel Pegasus Crown
Laitumkhrah & Lumdenghim:
Organized parking zones have been created near Don Bosco Hall, St. Anthony’s College, and local markets. The Lumdenghim sector now includes vehicle slots near Pony Trotting grounds and Fallen Bazar, encompassing tourist, private, and commercial usage.
Nongmensong, Umpling & Rynjah:
New slots service areas around Holy Cross School, Teklup Hardware, and Manav Ashram—comprising room for 56 two-wheelers and 41 four-wheelers. Meanwhile, Them Rynjah can accommodate 37 four-wheelers and 18 two-wheelers.

“No Parking” by Default:
Any area not mentioned in the official notification will automatically be designated a “No Parking Zone,” with enforcement, especially under Mawlai Town Dorbar’s jurisdiction.
The Deputy Commissioner has urged compliance with the new regulations. Signage and road markings will be installed shortly, and an updated parking map is now available on the district website.
This initiative is a key measure under the Shillong Urban Mobility Policy, aiming to streamline travel for residents, visitors, and transport operators alike.
