ULFA Signs Tripartite Agreement: Amit Shah pledges timely implementation for lasting peace in Northeast

New Delhi, Dec 29: In a significant development, the United Liberation Front of Assam (ULFA) has signed a tripartite Memorandum of Settlement with the Centre and the Assam government, marking the beginning of a new era of peace in the entire Northeast, particularly Assam in New Delhi on Friday.

Union Home Minister Amit Shah expressed optimism, assuring ULFA representatives that the government is committed to fulfilling the agreement without their explicit requests. Shah announced the formation of a committee under the Ministry of Home Affairs (MHA), working in collaboration with the Assam government to ensure the timely implementation of the agreement.

Union Home Minister Amit Shah, alongside Assam Chief Minister Himanta Biswa Sarma during the accord signing, described it as a momentous day for the people of Assam. Shah acknowledged the prolonged suffering caused by ULFA violence, citing the loss of 10,000 lives since 1979 in the state. The accord represents a significant step towards lasting peace in the region.

Highlighting the positive outcomes, Shah noted an 87% reduction in violence, a 90% decline in fatalities, and an 84% decrease in kidnappings in Assam.

Assam Chief Minister Himanta Biswa Sarma deemed the accord historic, attributing its success to the guidance and leadership of Prime Minister Narendra Modi and Home Minister Shah. The accord materialised after 12 years of unconditional negotiations between the ULFA faction, led by Arabinda Rajkhowa, and the government.

It must be noted that despite the agreement, the hardline faction of ULFA, led by Paresh Baruah, remains outside the accord, with Baruah reportedly residing along the China-Myanmar border. ULFA, formed in 1979 with the demand for a sovereign Assam, was declared a banned outfit by the central government in 1990 due to its involvement in subversive activities. The Rajkhowa faction, in contrast, entered into peace talks with the government on September 3, 2011, following the signing of an agreement for Suspension of Operations (SoO) involving ULFA, the central government, and state governments.
