Tura, March 20: Amid concerns over the redevelopment of the historic Cenotaph at Lower Babupara in Tura, dedicated to the Garo Labour Corps of World War I, West Garo Hills Deputy Commissioner (DC), Jagdish Chelani, on Thursday evening issued a detailed statement to clear any prevailing confusion and misconceptions.
In the press statement, he mentioned that the controversy emerged primarily after social media posts referred to part of the redevelopment project as a “restaurant”, which led to concerns among civil society groups that the site would be commercialized. To this, he clarified that the term “restaurant” was mistakenly used instead of “pantry”, and confirmed that no commercial activities would be conducted on the site.
The redevelopment, being carried out at a cost of about Rs 2.15 crore through the state government’s Grants-in-Aid, aims to restore the dignity and respect of the cenotaph, ensuring it remains a proper memorial for the sacrifices made by the Garo community during World War I. The new structure includes a multi-level parking facility to address logistical challenges during the annual Garo Labour Corps Day on July 16, a pantry for refreshments during commemorative events, washrooms, rainwater harvesting facilities, and an LED screen to showcase historical content.
Acknowledging the gap in communication, the DC said the community and social organisations were not aware of the upcoming project and were not consulted on the design. To ensure that such gaps do not occur in future and enhance public engagement, Chelani announced formation of a ‘Consultative Committee’ under the chairmanship of the DC, which will include the CEO of TMB, a representative from the Garo Hills Autonomous District Council (GHADC), representatives from the Mothers Union and Senior Citizens Association (nominated by their respective associations), and one representative from the families of the fallen heroes.

Chelani further stated that construction activities have been temporarily halted, limiting work only to essential hazard and disaster management tasks.
The committee’s discussions and recommendations will be presented to the Urban Affairs Department and the Chief Minister for final approval, ensuring the redevelopment project upholds the memorial’s historical significance, dignity and community sentiments.
