Assam Govt to amend Panchayati Raj System, bring administrative reforms

Guwahati, Sept 09: Assam chief minister Himanta Biswa Sarma informed that they have decided to amend the Panchayati Raj System in the state which will bring transformation to the system.

Talking to media persons, CM Himanta Biswa Sarma said, “We have decided to amend our Panchayati Raj Act whereby in the three-tier Panchayati Raj System, the bottom is Gaon panchayat. On the Gaon panchayat the election will be party less election. The official symbol of the party will not be used and the president will be selected out of the members. There will be no separate election for president post.”

“In Zila parishad and Anchalik panchayat, party symbol can be use. In Zila parishad, anti-defection law will come. If anybody wants to defect the political party from where he or she will be and it will require 50% of the total strength of the party. We have also decided in all the three tiers no confidence motion be initiated for first 2.5 years of the term of President and Vice president of Gaon Panchayat, Anchalik Panchayat and Zila Parishad,” Sarma informed.

He further informed that the Zila parishad account henceforth will be audited by the Comptroller and Auditor General (CAG) of India. The state has also decided to create 79 sub-division/sub-district in the Assam which be coterminous to the new legislative assembly constituencies. “This is the biggest administrative reforms that was ever been taken in Assam,” he said.

All the newly formed sub-divisions/sub-districts will officially come into effect on September 17. “On 17th September, the three districts, which were earlier abolished, will be restore i.e. Biswanath, Hojai and Tamulpur. As far as Bajali district (is concerned), discussions are going on,” Sarma informed.
