Guwahati, Apr 2: Congress leader Rahul Gandhi on Thursday promised to implement Article 244(A) in Karbi Anglong if his party comes to power in Assam, pitching greater autonomy and protection of local identity as a key poll plank.
Addressing a rally in Karbi Anglong, Gandhi said the provision would empower local communities to safeguard their land, culture and resources.
Article 244A of the Indian Constitution empowers Parliament to enact laws creating an “autonomous state” within the state of Assam, encompassing specific tribal areas. It enables the establishment of a local legislature or Council of Ministers, granting greater autonomy to regions like Karbi Anglong and Dima Hasao.
“If our government comes to power, we will implement Article 244(A), which will give power to local people to protect their identity and culture. We are fully committed,” he said.
Stepping up his attack on the BJP, Gandhi accused the government of centralising power and favouring corporates at the cost of local communities.
“We believe in decentralisation of power, but the BJP wants to control everything from Delhi. Your land, water and forests have been taken away and handed over to big corporates,” he alleged.
He further claimed that the government led by Himanta Biswa Sarma had allocated large tracts of land to industrial houses, calling it “injustice” against the people of Assam.
Gandhi also launched a personal attack on the Chief Minister, alleging corruption and warning of an inquiry if Congress comes to power.
“He is the most corrupt Chief Minister in India. If we form the government, we will initiate an inquiry,” Gandhi said.
In a broader political attack, Gandhi claimed that Prime Minister Narendra Modi was being influenced by global leaders, while alleging a chain of control within the BJP leadership.
He also described the Assam Chief Minister as a “mini Narendra Modi,” accusing him of acting entirely at the direction of the central leadership.
Alongside political attacks, Gandhi announced a series of welfare promises: ₹50,000 financial support for women to start businesses, 10 lakh permanent land pattas for residents, and Free health insurance cover of ₹25 lakh per family
He also promised “justice” for Assamese singer Zubeen Garg within 100 days if Congress forms the government.
With elections approaching, the Congress appears to be positioning autonomy, land rights and welfare as central themes in its campaign.
