Guwahati, Mar 31: Union Finance Minister Nirmala Sitharaman on Tuesday released the BJP’s manifesto for the Assam Assembly elections, outlining an ambitious roadmap focused on safeguarding indigenous identity, accelerating infrastructure growth, and expanding employment opportunities.
Christened as party’s ‘Sankalp Patra’, the document lists 31 key promises, including protection of land, heritage, and dignity of indigenous communities, alongside a proposed ₹5 lakh crore investment to position Assam as India’s eastern gateway for trade and economic growth.

Launching the manifesto in Guwahati, Sitharaman said it builds on “a decade of transformation” under BJP rule, contrasting it with what she described as the Congress’ failure to deliver similar progress during its decades in power.
In a sharp political attack ahead of the April 9 polls, she alleged that Assam remained under the Armed Forces (Special Powers) Act for 32 years due to Congress policies, while asserting that peace and stability achieved under the BJP have paved the way for development.
The manifesto also proposes recovery of encroached land, introduction of a Uniform Civil Code (with exemptions for Sixth Schedule and tribal areas), and a strong push for job creation to stem youth migration.
Chief Minister Himanta Biswa Sarma, who was present at the launch, said the government aims to create two lakh jobs over the next five years and invest ₹18,000 crore in the first two years to tackle Assam’s chronic flood problem. He also reiterated the party’s intent to implement the Uniform Civil Code with safeguards for protected regions.
Sitharaman further accused the Congress of lacking a long-term vision for the Northeast, claiming that the BJP has reversed years of neglect by creating conditions that are encouraging Assamese youth to return home for better opportunities.
Senior leaders, including Sarbananda Sonowal, Pabitra Margherita, and state BJP president Dilip Saikia, were present at the event.
Polling for Assam’s 126 Assembly constituencies will be held on April 9, with counting scheduled for May 4.
