Shillong, July 16: Citing the unique land tenure system of the state, Meghalaya has sought benefits under the PM KISAN scheme from the Central government for its “community and clan-based” farmers.
Chief Minister Conrad K. Sangma, who met Union Minister of Agriculture and Farmers’ Welfare, Shivraj Singh Chauhan on Tuesday at the national capital, cited Meghalaya’s unique land tenure system under the Sixth Scheduled of the Constitution in a memorandum.
He said, under this unique system Meghalaya has a “community and clan-based” land ownership system. “In the community-based system, land is allotted with perpetual heritable lease to the residents of the village to practise agriculture,” Sangma explained.
He further said that in the clan-based system, farmers are allowed to cultivate on a parcel of land with the permission of community leaders. “In both these traditional systems, there are no documents of individual ownership,” the CM stressed.
He further emphasised that in absence of documents or land Patta, many of these farmers are unable to get benefits under the PM KISAN scheme.
He also informed the Union Minister that he has taken up the issues with the ministry in the past.
Citing the example of Manipur, where relaxation has been provided for farmers under para 3.5.1 of the operational guidelines of the PM KISAN scheme, Sangma urged Chauhan to grant similar relaxation for the farmers of Meghalaya.
“Officials of the ministry and the state government have worked out detailed protocols to allow cultivators of community and clan owned lands to also avail benefits under the PM KISAN scheme. I therefore request that these protocols be approved at the earliest,” the Chief Minister appealed to the Union Minister.
