Demand for winter capital: Govt understands people’s aspiration; Mukul withdraw resolution, says ‘I can read in between the lines…’

Shillong, Mar 6: Meghalaya Chief Minister Conrad K. Sangma today said that the government’s action speak louder towards fulfilling people’s aspiration while urging leader of opposition Dr. Mukul Sangma to withdraw the resolution on winter capital in Tura.

“All actions are great example to decentralise things and bring administration closer to the people. Therefore, we are going with the spirit of the resolution and we will have a committee on it. With this, I would urge the mover of the resolution to withdraw,” the chief minister said.

He said that members of the ruling bench could not support the resolution because of technical issue and the fact that for 53 years no resolution moved by the opposition was passed in the Assembly but it doesn’t mean they are not understanding the importance of the issue.

“Having said that this issue of winter capital has been something we have been obviously concern  and many organizations have met me. I have met almost all organizations that have approached.”

Highlighting the steps taken to address the issue, the chief minister said, “Our actions speak louder than words. We don’t go around and talk about different things we want to do but we have acted firmly to ensure that all round development comes to the state.”

He said that the government has conduct cabinet meetings to the different parts of the state – Tura, Jowai, Sohra, Resubelpara while asserting that “such programmes cannot be valued in terms of the cost. If you look at that then we lose the meaning of taking the cabinet to the people.”

“There is a reason why we doing it. Cost is there no doubt but larger messaging of involving everybody is to show that every section of our society and individual is important to us. Therefore, the cabinet on the move will continue,” Conrad added.

Further, the chief minister also informed that since 2018, the government has started putting cabinet ministers to be in-charge of different districts to handhold and visit the villages and spend time to understand the issues faced by them.

“A lot of action has been taken to show the intent of this government and ensure we bring all round development irrespective of regions,” he stated.

In line with the aspiration, the chief minister also announced the government’s decision to spend Rs 100 crore for the construction of the Integrated Administrative Complex at Tura, West Garo Hills.

“In the beginning we thought of making it a small office but if you look at the design of the complex there are rooms for CM, ministers, cabinet room, chief secretary. Why are we doing this? This is the action. I am referring to this is how we bring administration closer,” he said.

Apart from Tura, Conrad said that the Integrated Administrative Complex will also come up in Jowai, West Jaintia Hills and Pynursla in East Khasi Hills.

“This again is being done because of the aspiration of the people, the need and desire of the people that administration come closer to the people. Therefore, the process in one way is on and work is on,” he asserted.

Also, he said his government has ensure the construction of the Raj Bhavan in Tura is completed and it was inaugurated by the President of India adding “It is not about completing the Raj Bhavan but understanding what it is. It is a symbol of involvement and making people feel we are being given that importance.”

Furthermore, the chief minister also claimed that the for the first time all blocks in the state were given new buildings.

“All new blocks created, we are sanctioning building this year,” he announced.

He also mentioned that the government has ensure DC office is constructed for South Garo Hills, which for past 35 years was functioning from the old SDO office.

“My point being is the crux of the matter apart from emotional aspects the feeling of belongingness and aspiration that is there, the administration in ensuring that we are able to bring governance closer to the people has been one of the top priorities of my government. Therefore, we have left no stones unturned,” Conrad said.

Before withdrawing the resolution, Mukul said, “The way I had scripted the resolution, it was in a manner we all agree and I am successful in that.”

“I can read between lines of what you (CM) are trying to do. It is a commitment to proceed. I am pleased to withdraw and seek leave of the house to withdraw the resolution,” he stated

Meanwhile, the chief minister has assured to constitute a committee to examine the demand for a winter capital in Tura.

“As has been the process that is followed in the House, I urge the leader of opposition to withdraw the resolution as no government has ever passed a resolution brought by the opposition. It is a technical issue but in the spirit of the resolution let us sit and examine and let us sit and discuss as to make this happen, we have to put our heads together…,” Conrad said while replying to the resolution.

“As we cannot go with the resolution, I can put a party committee. Let it discuss with all stakeholders from Jaintia Hills, Khasi Hills and Garo Hills, the different aspects and what kind of complications…,” he announced.
