Govt explores alternative sites for State University’s Shillong campus amid ownership dispute

Shillong, May 1: The State government is now exploring alternative locations for setting up the Shillong campus of Captain Williamson Sangma State University after the Bijni Complex, which was initially selected for the purpose, got entangled in a legal ownership dispute.

Education Minister Rakkam A. Sangma, speaking to reporters on Thursday, confirmed that the Bijni Complex is currently the subject of a court case. “The Education Department was supposed to use the Bijni Complex for the State University’s Shillong campus. However, as the process went on, the claim of ownership has become a dispute today,” he said.

The Minister explained that North-Eastern Hill University (NEHU) has taken the matter to the High Court, asserting that the complex belongs to them. “NEHU went to the High Court to defend themselves as the rightful owners of the business complex since its inception. That matter is now in court, and we will wait for the court to decide,” he added.

Due to the ongoing legal proceedings, the government has started looking for other options, both for a temporary and a permanent campus. “It is not only the Bijni Complex. We are already in touch with the Urban Affairs Department to allot land for the State University on the Mawdiangdiang side. For temporary arrangements, we are looking for some buildings or campus space so that we can start the Shillong campus at the earliest,” Sangma said.

He emphasized the urgency of the matter, stating that the government is aiming to at least set up the administrative office of the Shillong campus soon. “We are keeping our options open and are trying to find a solution. We will appoint a Pro-Vice Chancellor for the Shillong campus and have other key officials stationed there to begin operations as soon as possible,” the Minister said.

Sangma also informed that a comprehensive review meeting is scheduled for Friday at the university’s Tura campus to assess the current state of infrastructure and operations. “We have fixed a massive review meeting at the Captain Williamson Sangma University campus to look into the functioning, structural deficiencies—whether it’s water, road connectivity, internet, or staff quarters. All the relevant officials from the Education Department, a few MLAs, the Vice-Chancellor, and faculty members have been invited,” he stated.

He reiterated that the government is committed to starting full-fledged academic activities from August 2025. “We want to start all the departments, or at least the Department of Humanities, from the 2025 academic session. That’s the goal we are working towards,” Sangma said.
