Shillong, Nov 5: The Garo Students’ Union (GSU) on Monday demanded that appointment of a Pro Vice Chancellor (Pro VC) at Tura campus of the North Eastern Hill University (NEHU) and to conduct the PGSU elections.
In a letter to the NEHU VC Prof P Shukhla, the GSU said, “We put forth our request that the post of the Pro-VC be immediately recouped with sense of urgency and responsibility.”
It said that NEHU’s Tura campus, since 24-09-2021, has been functioning without proper Pro-VC which limits the powers and functions of the campus. There are a number of well qualified and experienced professor from the campus and there should be no issue in appointing the proper Pro Vice Chancellor to oversee the campus.
“This creates many problems for the ministerial staff and officers of NEHU in the day to day functioning of the campus. Without a Pro- VC, it is difficult to incur office expenses because of restricted financial powers. Is there none eligible in the NEHU establishment or could be spared to take the reins of the Tura NEHU Campus at present as full-fledged PVC,” the letter added.
Further, the GSU also demanded the NEHU to immediately conduct the PGSU elections.
“Conduct of PGSU elections should be done immediately as the students need an officially organised union to voice their grievances through their representative where they will properly advocate the link between the students and the administration,” it said.
The GSU stated that the dissolution of PGSU was done directly with no proper meeting and without paying proper heed to the side of the student’s representative.
“As per the incident, the official had an argument with the then President of the PGSU, but what was the reason for the dissolution of the whole union? Was the PGSU dissolved or disbanded? Because there must exist a procedure to dissolve the PGSU which may be necessary to solve a crisis on hand or is it plausible to connote that the role of PGSU in NEHU, Tura Campus is done away with and hence disbanded which will mean that PGSU is permanently deleted as an entity in the campus,” it said.
“The question which immediately springs up is whether the “In Charge NEHU, Tura Campus” or the designated “Campus Director, NEHU, Tura Campus” has the power to disband the entire PGSU. We reiterate that the Campus Director has only the authority to dissolve the current body of the PGSU for a short time till the issue is resolved which cannot be permanent because the NEHU, Tura Campus does not belong to the Campus Director, NEHU, Tura Campus which corroborates with the notion that the authority for disbandment does not lie with the incumbent,” it also stated.
It further questioned that if PGSU is not recognized then how come there is a sanction of Rs. 12 lakhs annually for the union. It also alleged that this amount has been withdrawn money from NEHU accounts, indicating that a PGSU account exists as well. “If this is true who is using the funds allocated to PGSU NEHU, TURA Campus,” it asked and wondered “How can NEHU faculty dispense funds or hoard it which is meant particularly for PGSU NEHU, TURA Campus?”
It said NEHU may audit it and control the funds, if needed, disbursing it in phases but stressed that the funds meant for PGSU cannot be used by the NEHU faculty.
