Shillong Nov 5: The Hynniewtrep Youths’ Council (HYC) submitted a memorandum to the East Khasi Hills Deputy Commissioner (DC) Isawanda Laloo who is also chairperson of the District Mineral Foundation (DMF) concerning the implementation of Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) Scheme on November 5.

Leading the union, general secretary Roy Synrem said that they filed an RTI and found out that, the DMF, East Khasi Hills District was constituted since the month of May 2018, the Office of the Directorate of Mineral Resources, and the total contributions towards the DMF Fund starting from January 2018 till September 2021 is Rs 39,34,84,229.

“Out of the above total contributions for the East Khasi Hills District, the contributions made by the 5 Mining Licence Holders from the Shella Village Area for the same period is a whopping Rs 32,65,75,576,” mentioned Synrem.

Furthermore, the union has expressed disappointment and said that a majority of the contributions made towards the DMF Funds is from the Mining Licence holders from the area and not a single penny was spent from the Fund to date nor a single project or scheme has been implemented in the village out of the said Fund thereby denying the villagers their rights as per the mandated Scheme.

It may be mentioned that the scheme aims to help mining-affected areas.
