Shillong, Oct 31: The Meghalaya Legislative Assembly has been conferred a Certificate of Achievement by the Ministry of Parliamentary Affairs, Government of India, for the successful implementation of the National eVidhan Application (NeVA) — a landmark initiative promoting paperless and digitally empowered legislative functioning.

The recognition was presented during the 3rd National Conference on the National eVidhan Application (NeVA) held on October 30, 2025, at the Parliament House Annexe in New Delhi. The conference was inaugurated by Kiren Rijiju, Union Minister for Parliamentary Affairs.
A delegation led by Dr. Andrew Simons, Commissioner & Secretary of the Meghalaya Legislative Assembly, attended the conference and received the award on behalf of the Assembly.

The National eVidhan Application (NeVA), launched under the Digital India Programme, aims to digitise legislative processes across the country. Meghalaya has emerged as one of the leading assemblies in effectively implementing this transformative initiative.
Through NeVA, members of the Legislative Assembly can now access questions, notices, rules of procedure, and lists of business digitally on their tablets and devices. The platform also facilitates real-time communication between the Assembly and government departments, enhancing transparency, efficiency, and accessibility in legislative operations.
By adopting NeVA, the Assembly has significantly reduced paper usage, aligning with sustainable and eco-friendly governance practices. The digital system also enables members to submit questions and notices remotely, promoting greater flexibility and responsiveness.

To ensure a smooth transition to the digital platform, the Meghalaya Legislative Assembly has conducted regular capacity-building and training sessions for its members.
This national recognition reaffirms the Assembly’s commitment to innovation, transparency, and environmental responsibility — setting a benchmark for other legislative bodies across the country to emulate.
